The Mexican Federal Economic Competition Commission welcomes you to the 2024 ICN Cartel Workshop which will take place on October 2, 3 and 4 at the Barceló México Reforma Hotel in Mexico City.

This year’s workshop will focus on The Future of the Fight Against Cartel Agreements and will aim at providing a unique opportunity to discuss the latest trends in cartel enforcement and exchange best practices among the ICN’s Cartel Working Group members in a variety of topics and sessions.

We are confident that the Cartel Workshop will be a highly stimulating effort to strengthen regional and international capacities in the fight against these agreements and encourage fruitful discussions on the best practices for their prosecution.

The Cartel Workshop will be held at the Barcelo México Reforma Hotel located at Paseo de la Reforma in the heart of Mexico City.

Registration will be available in the First Floor’s Foyer outside the Revolución Room

Mexico City International Airport

Mexico City’s International Airport is known as AICM and is a hub for flights coming from around the world.

When booking your flights please make sure that your destination is “Mexico City International Airport” or “Benito Juarez, Mexico City International Airport”.

Currently there are some international flights (specially coming from Latin America) that arrive into Felipe Angeles International Airport (also known as AIFA, with some airlines labeling it also as an airport for Mexico City) however this airport is not close to Mexico City and transportation from this point to the hotel could be difficult.


Transportation from México City International Airport

Taxis

Upon your arrival, the recommendation is to use the authorized taxi services at the airport. These are the only taxis authorized by the Ministry of Communications and Transportation. Since the airport zone is federal, any other taxi service (including Uber and other ride-sharing apps) could be flagged as illegal (yes, we have our regulatory barriers to competition!).

You must purchase the corresponding ticket in authorized retail outlets before you use their services.

Taxi services are located at the international and domestic entrances at Terminals One and Two. In both cases, taxi tickets are sold at the modules located near the arrival gates and in the walkway area.

Credit card payments are received.

Authorized rates by the SCT are calculated according to the destination zone and should be posted in a visible place of the company’s stand. For more information on taxi services visit the Airport’s website here (information available in Spanish only).

Transportation within México City

Mexico City Metro

The Metro is one of Mexico City’s most used means of transportation as it covers most of the City’s zones, including important touristic landmarks.

The subway operates Monday through Friday from 5:00 am till midnight, Saturdays from 6:00 am till midnight and Sundays from 7 am till midnight. Each trip costs 5 MXN, passengers may purchase Integrated Mobility Cards at stations which can be used both for the Metro and Metrobus. While some stations may have machines that accept cards, cash is always preferred when purchasing cards.

As in many big cities in the world, passengers are advised to watch their belongings and beware of pickpockets when using the Metro.

Metrobus

Metrobus is the second most used means of transportation in Mexico City and is based on lines of high-capacity buses that also cover the most important zones of the city. You may recognize these buses because of their characteristic red color and exclusive lanes in the city’s most important avenues.

Metrobus operates Monday through Saturday from 4:30 am till midnight and from 5 am to midnight on Sundays. Each trip costs 6 MXN, please note that to use the Metrobus an Integrated Mobility Card is needed as there are no single-ride tickets. These cards may be purchased at any station and will cost a total of 21 MXN (15 MXN for the card and 6 MXN for one trip). While some stations may have machines that accept cards, cash is always preferred when purchasing a card or adding credit to one.

Just like the Metro, passengers are advised to watch their belongings and beware of pickpockets when using the Metrobus.

Since the venue of the workshop is located in the heart of Reforma Avenue, both Metro and Metrobus stations are near. The nearest Metro station is “Hidalgo” of the Blue Line #2 and for Metrobus “El Caballito”  (The Little Horse) station of Green Line #7.

Weather and elevation

The weather in Mexico City during October is comfortable, with daytime temperatures ranging from 21°C (70°F) to 23°C (73°F) and nighttime temperatures between 15°C (59°F) and 18°C (64°F) (18°C). Expect occasional rains, mostly during the afternoon and evening.

Main touristic areas in Mexico City

Historic center: The historic heart of the city, home to the National Palace and the Metropolitan Cathedral and the Templo Mayor archaeological site. More information.

Chapultepec Forest and Park: a vast green area near the city center with museums, gardens, and a zoo. Its main attractions are the Chapultepec Castle (the only castle in Latin America and Mexico’s National History Museum) and the National Anthropology Museum, as well as the Modern Art Museum and the Tamayo Museum. Polanco: Upscale district, home to luxury boutiques, high-end restaurants, and art galleries. One of its highlights is the Soumaya Museum. More information.

Condesa and Roma: These adjacent neighborhoods are known for their tree-lined streets, Art Nouveau architecture, art galleries, boutiques, fine restaurants, and cafés. More information.

Getting around

Mexico City Airport: Upon arrival, make sure to take only taxi services authorized by the Mexico City International Airport.  For more information, please visit the Travel and Logistics section.

Taxis and Ride-sharing apps: We highly recommend using a ride-sharing app (Uber, Didi, Cabify, etc.).

Alternatively, you can use  taxi cabs available at the Mi Taxi app (Android; iOS), or services provided by your hotel.

Mexico City Integrated Transit Card: is the only means of payment accepted in the Mexico City’s Metro, Metrobús (bus rapid transit system), and Ecobici (public bicycle system). It can be purchased at Metro and Metrobus stations.

  • Who can attend the Workshop?

The workshop is open to officials from competition agencies that are members of the ICN. Participation of Non-Governmental Advisors is by nomination of their corresponding agency only.

Due to capacity constraints, registration is available for 2 officials and 1 NGA per jurisdiction.


  • How can I register for the Workshop?

Register by filling out the online registration form on the website. After the registration form is submitted, you will receive a confirmation email.


  • Is funding available to participate in the Workshop?

For inquiries on funding please refer to the Cartel Working Group Co-Chairs and to the ICN Secretariat.


  • Is there any participation fee for the Workshop?

No, there is no participation fee. However, participants or their institutions/agencies are responsible for covering travel, accommodation, and all other related expenses.


  • How do I know if my registration has been confirmed?

Your participation in the Workshop will be confirmed by an email which will be sent following your registration in the system.


  • I have not received confirmation of my registration.

  • May I register on site on the day of the Workshop?

No, on-site registration will not be possible. Please note that online pre-registration is required for all participants.


  • I am no longer able to attend, and I have already registered. What should I do?

  • Will laptops or personal computers be available for rent at the Workshop?

No, participants are encouraged to bring their own devices.


  • Will there be Wi-Fi at the conference venue?

Yes,  basic Wi-Fi access will be provided at the conference venue.


  • What is the dress code for the Workshop?

You are kindly requested to wear business casual attire. Please note that the average temperature in Mexico City in November is 23° / 7°C (74° / 45° F)


  • How can I book a room?

Participants must make their own travel and accommodation arrangements. A special rate has been negotiated with the conference venue (Barceló Reforma Mexico City). No, participants must make their own arrangements to get to their hotels. Please visit the Venue and Logistics section of this website to learn more about available options.


  • What is the currency in Mexico?

We recommend exchanging currencies at official exchange houses only. Please avoid houses at any non-touristic spots.

While many places may accept card payments, carrying cash is always recommended as it is a very common form of payment, and some small or medium businesses may only accept cash. When card payments are accepted, businesses in Mexico City will most certainly accept both credit and debit international cards, especially MasterCard and Visa.


What language is spoken in Mexico?

Spanish is the official language in Mexico. However, the workshop’s working language will be English and there will be one Breakout Session in Spanish. Please be advised that translation services will not be provided.


  • Should I have travel or health insurance during my stay in Mexico City?

It is highly recommended that all participants carry an adequate travel and health insurance, as the organizers of 2024 ICN Cartel Workshop we cannot accept any liability for accidents, illnesses or injuries that may occur during the event.
